  • Amherst NY Scanner posted an audio clip of a dispatch to investigate human bones found inside clothing turned over to the Salvation Army.
  • The Buffalo Blotter posted an album of fireground activity for a fire at 82 Wilkes Ave.
  • Rob Shots has posted images from what appears to be a (plow?) truck that has gone over the edge and into the hoods.
  • 716 Street News has posted an image of Gary Green being loaded up, likely on his way to a remaining lifetime of cages. Green is a suspected murderer who police say that he killed his girlfriend and then tried to carjack a vehicle while escaping. Details of the charges can be reviewed on this Erie County DA Office Release on the matter.
  • I am not sure how we missed this in yesterday's Spotter sweep, but The Southtowns Scanner posted user submitted video of a weather phenomenon known as a "snowroller".

Fatal Hit and Run on Kesington Avenue

Alleged Perpetrator is Flocked

Tonawanda Fire Alert covered a scene on Kesington Avenue last night involving a fatal hit and run that left what is reported to be a 70 year old wheelchair-bound woman, dead.

According to TFA's information and that of other reports the suspect was nailed by area law enforcement's FLOCK system - a (relatively) inexpensive and thus highly saturating intelligent network of plate and vehicle type and description readers.

We can only speculate on the condition, cognizance, and the motivation of the suspect to allegedly flee the scene of what might be manslaughter, but FLOCK made sure everyone at least knew who to begin the investigation with.

Note that the Tonawanda Fire Alert's video also includes, later in the video, police loading up the suspect vehicle from a Cheektowaga residence.

Epstein File Release Appears to Expose Buffalonian Lament

A Meta Threader identifying itself as Heather Ashley gave online focus to the existence of a Buffalo-sender's letter that it says was culled from the Epstein U.S. Department of Justice (DOJ) file dump. The hand-written letter appears to offer support for Jeffery Epstein, lamenting that "these the girls knew what they were doing."

Independent researches and investigators may more directly refer to the U.S. Department of Justice's Epstein Library.

The Who's a Journalist Question Looms Large

Keep Police Radio Public Act is the Opening Act for Who's a Journalist Debate

Assemblyman Michael Riley offers up a challenge to the Keep Police Radio Public Act. The debate reveals insight into the question of who will be considered a journalist once law. See his X statement.

Assembly Bill A3516 is still pending signature as of this writing. I thought it might be interesting while we wait if I hub some of the chit chat about this bill as it exists around the official status updates and explainers surrounding it.

Missed in all the discussion regarding A3516 is the video dissection/challenge above to the bill by New York Assemblyman Mike Reilly. You can find his X statement here. The debate however tears into the question of who will be considered a journalist by the State of New York, once this bill is signed.

I Found the NYBSA Release

We Don't Poop in the Water - Exempt Us

Those who keep tabs on BuffScan may recall that prior to my acceptance of the Keep Police Radio Public Act (Assembly Bill A3516), I decried the structure of public safety radio preservation in the act as being the product of a suspiciously selfish agenda by legacy media.

Doing some basic Googling, it seems I wasn't too far off the mark. The New York State Broadcasters Association implies by way of this release that it figured into the bill's evolution (note in the release this phraseology "Our next step is the Governor.").

Selfish because, if you're going to fight to keep public safety communication in the clear for just one group, why not do the obvious thing and make this about keeping everything public in the first place.

Or put another way, just like Senate Bill S416 had it before it was substituted by the currently-poised-to-become-law, A3516.

Keeping a push to keep radio traffic public is not only the obvious fight to have, it's, as I say, the likely practicing outcome, once it becomes clear there is no bullet-proof way to segment this type of action between people and so-called "professional" journalists. Unlike the issue of body armor the same group cites as an example of exempting media houses from something otherwise restricted. Body armor is material goods and can be held, pushed, and pulled back from someone.

Radio carrier, not so much.

The group seemed to put the energy of its cause behind the notion that there hasn't been any significant issue with journalists showing up at crime scenes.

...by that logic, I would challenge the group that anyone with a police scanner has ever, beyond nuisance, been more or less a "problem", either, whatever that inference is supposed to mean anyway.

Or, we can tackle this from the other side. Since when haven't journalists showing up at crime scenes not been considered a problem? Have we never heard of anything called the paparazzi? Is there not an entire body of ethical contemplation in journalism and media education precisely because they're always a potential problem?

People reporting truth or telling a story not meant to be told are always someone's problem. Just because a media house slaps a 60 second Subaru commercial over their brand of that problem doesn't "honorably distinguish". Rather it's quite perverse actually.

The reason for the difference between S416 and A3516 are forces striving to narrow access to a powerful now-premium encrypted rich information stream to themselves.

In bringing these words to you, I'm not walking back my newfound support for the imminent law. I'm simply pointing out that my crackpot theory over special interests tailoring a movement to their profit motivated brand of news collection ("professional journalists") is not exactly assuaged when lo and behold I do find such a group with its fingers so close to the scale.

Niky Sal Speaks Out After Stabbing

Definitely Felt it in the Morning

Pred catcher Niky Sal posted a Facebook update following a knife attack on him in a Jamestown Tim Hortons. He and his team of predator-confrontationalists were engaging in one such confrontation when it suddenly devolved into a brawl, then stabbing attack.

In the update Sal vindicates his security team who many have criticized for allowing the brawl that preceded the knife attack in the first place. He also describes the injuries to his arm which he indicates are serious.

Online Predator Catcher Nily Sal addresses the December 13 attack on him.

Confrontation between Niky Sal and alleged online predator devolves into brawl and stabbing attack.

James Morris, reported to be a Jamestown resident, was arrested in connection to the attack but it is unclear from muddling through the details whether or not he was the alleged predator attempting to meet a minor, or simply a cohort. In the video posted by Nily he expresses his feeling that Morris was an accomplice.

Students' Imaginations Track

Buffalo Light Rail, Best Days Ahead

UB Small Built Works Project students discuss light rail with Citizens for Regional Transit representative Jim Gordon.

Buffalo has a light rail system, yes.

But you ain't seen nothing yet.

No, there's no money on the table, no promise to even initiate the studies - beyond those already in play for the proposed Amherst extension anyway (which ain't nothing to be sure).

But even so there are factors in play that guarantee Buffalo will one day see the completion of a sprawling transit rail network beyond its current stunted line.

Buffalo is for example regarded as a "Climate Refuge City" which means it will, as coastline cities become increasingly unstable under evident disruptive climate changes be a tempting place to bring back industry over the long haul.

Aligning student design expertise from UB's School of Architecture and Planning's Small Built Works Project with the visionaries of the Citizens for Regional Transit (CRT), ideas for a vastly expanded light rail network throughout Buffalo were presented to a filled room of the curious, advocates, and feet-wetters like yours truly.

BuffScan isn't about light rail in the Buffalo area but I'm known for such websites and am poising to kick of one for the Buffalo area, which maybe the coverage of Buffalo light rail I've been giving may have since hinted. The students at UB have sketched the vision, and the CRT is holding the map. As for me? I’m ready to build the digital infrastructure to track it all.

Keep Police Radio Public Act - Flawed But Good

Explaining my thought process in ultimately supporting Assembly Bill A3516

In case one doesn't want to watch this video, here's the summary of why BuffScan supports Assembly Bill A3516 (AKA "Keep Police Radio Public Act") despite initial reservation.

The TLDR of it is the guess that the overhead of managing selective access to encrypted police radio, as the new (as of yet unsigned) law imagines, will be so great, that public safety agencies in New York will opt to keep their basic communications open to everyone in some uniform fashion in the first place. Either so that basic radio scanning nerds can continue to tune in alongside whatever "verified" journalists are using scanner radios, or, everyone just clicks on over to Broadcastify.

The law is a validation of my personal advocacy for 30 years now.

Yes, the fact that it was re-honed from the earlier New York Assembly Bill A9728 that was explicitly written such that everyone - not just "deemed journalists" - is suspicious to say the least (looking at you CNN and the like), it is still a shining example of a unique American principle that we would even be having the debate. That a law like this should ever get so close to a governor's pen.

  • Facebook user Tim Newkirk posted video of an apparent raid or some other formal police action involving things being carted out of a building by police. One commentator believes (and a quick Google Street View confirms) that this happened at Broadway and Sears Street. I happened on this video while reviewing Buffalo Street News 716 where it was shared to.
  • Buffalo Street News 716, speaking of, also posted images and video from a school bus accident at Dorothy Street and Baitz Avenue. Details on injuries were light at the time of their posting (though generally, school bus accidents, particularly in bad weather like today, are actually fairly common and rarely result in serious injuries).
  • The Southtowns Scanner posted a traffic cam cap of an accident that occurred tonight on the I-90 near mile marker 426.
  • Buffalo Fire Department-Helmets & Hose Wagons posted this FD response porn from yesterday 12/10.

Creepers on Cameras

This alleged package theft occurred in the area between Amherst Street and Hertel Avenue today (12/10). The Ring Neighbor user that posted it alluded to the masked subject having done this more than once.

And here's another brazen bad actor. This alleged theft occurred in the neighborhood of Genesee and Baily Avenue, also on 12/10.

Buffalo Light Rail - Expanded and Anew For All!

DL&W Station Opens

Some forty-odd years later, NFTA's Metro Rail is still growing!

The latest NFTA Metro Rail Station, the DL&W, opened yesterday and here's BuffScan's ad hoc documentary proving it. At approximately 11:30 AM a train loaded with dignitaries (and yours truly) broke through a paper banner and rolled into the new DL&W Station. What followed next was an hour of celebration and speeches.

In seeking out how to be a part of all that (or rather, "fine-tune my presence") it was exceedingly difficult. Local MSM media had plenty of information circulating about the start of service into the station in general, but nothing about the timing or place of any ceremony. This bifurcated splash between dignitaries and citizens became a running point of discussion in a Reddit thread I started to assure all that I had made it. This thing is for everyone in the city to use, right?

Granted, my experience at these things may be a bit skewed. Having been an active blogger in the 90s, I was rolled into the opening day ceremonies for that city's Teco Line Streetcar network by literal mayoral invite. But beyond me, it felt like the entire city came out that day. You couldn't escape hearing about it.

Too, Moday's event was an extension of - not the big falootin' opening of the metro rail itself like in the 1980s. And too, right now, the city is said to be kind of cash-strapped so maybe not thousands and thousands of people showing up at the decorated card table for cake isn't exactly a bad thing. Fact is, that would be an impossible thing. We have to give credit that the planners who executed here know what they were doing as evidenced by the fact that they pulled it all off brilliantly.

My little video above, a bit crude in the editing I give you, is of me happening upon the dignitary train at exactly just the right time (my original plan was to walk to the new DL&W station itself and take my chances on whatever was happening there). After some careful mulling and a quick nod to one of the right people, I was allowed on board with a few other average folks who came off as excited as I was.

Missed however, was that grand "second" opening milestone which was the first arrival of a real-world fare-bearing public train. I tried for that but miscalculated hopping on the right train by apparently just minutes. Not to worry though, fellow transit nerd known online as "Bus and Rail Fan" on his YouTube Channel nailed it with the below video.
